Water Resources, Issues and Administration of the San Luis Valley
Program Description
This program is the fourth in a series of courses that will be offered related to the major river basins in Colorado. It has been designed for all professionals in the water rights arena, attorneys, engineers, expert witnesses, water resources managers and others who wish to practice in the Water Court for Water Division 3, dealing with water matters in the San Luis Valley. This course will cover the introduction to water resource issues and the overview of the hydrogeology of the San Luis Valley, the overview of the RGDSS Groundwater Model, the Court's perspective on the presentation of experts and the role of the Water Courts in a complex groundwater/surface water system, the administration of surface water and groundwater rights in Water Division 3, the Conejos Water Conservancy District Direct Flow Storage Program, and an overview of the State Engineer's existing and proposed regulations of groundwater use in Water Division 3. Our distinguished faculty includes experienced water attorneys, engineers, and Water Court and Water Division 3 personnel involved with San Luis Valley water matters and issues
