About RMvlc
Rocky Mountain Victim Law Center (RMvlc) is a nonprofit organization providing pro bono legal services to victims of crime since 2009. RMvlc elevates victims' voices, champions victims' rights, and transforms the systems impacting them. RMvlc was founded by Dr. Sheri Vanino and John Clune, Esq. whose vision was to help enforce victims' rights through the criminal justice process and ensure victims had meaningful access to participate in the prosecution of their cases. This vision has grown to provide victims access to a full spectrum of legal remedies that address the many complex legal issues that arise as a result of victimization. In 2012, RMvlc launched the Legal Information Network of Colorado (LINC) program. This program aims to provide legal information and resources to victims of crime and service providers through a helpline, an informational and interactive website, and a network of specially trained Navigators. The Title IX Legal Services program began in 2018 to respond to the ever-increasing need for representation of student survivors as they navigate access to education and the Title IX process in educational settings. RMvlc is funded through state and local grants. Your registration fee supports the long-term sustainability of RMvlc and ensures our services remain free to victims across Colorado.

A Truly Wild Decade of Title IX
From out of the relative darkness, Title IX has emerged in the past ten years into one of the most hotly debated and divisive issues in education. This session will look at the current status of the three primary enforcement tools: 1) school disciplinary proceedings, 2) civil lawsuits, and 3) the U.S. Department of Education’s Office for Civil Rights (“OCR”) complaint process. Considering the latest and most controversial rules and caselaw, navigating Title IX has never been so complex for the practitioner and school administrator alike. This session will provide a toolkit to help survivors with each of these options and preserve their education and future careers.

SLAPP Suits: What you need you know and a Survivor Perspective
Has someone you work with been sued for speaking out about their victimization, to the police or otherwise? That kind of lawsuit might be a Strategic Lawsuit Against Public Participation (SLAPP) suit, which is intended to hinder someone’s rights to speech and petition. States across the country have implemented Anti-SLAPP laws to provide some additional protection from legal action for people faced with a SLAPP suit. Colorado’s Anti-SLAPP law went into effect in July of 2019 and is an important tool for protecting victims from litigation.
In this session, we will talk about Colorado’s Anti-SLAPP law, and walk through an Anti-SLAPP case where the ability of a perpetrator to sue their victim for defamation was successfully blocked through RMvlc’s legal representation. You will hear from a survivor of sexual violence, N.H., about her experience being sued and as a litigant in an Anti-SLAPP case, and learn about some of the procedural and legal challenges that were navigated in this case. We will also discuss best practices for ethical communication with clients, particularly when navigating innovative legal strategies. Sample pleadings and a list of key cases will also be provided to attendees.
Presenters: Kazi Houston, Esq., MSW, and N.H. (client)
Facilitator: Emily Tofte Nestaval, MSW
