Program Description:
 
This lunch program is designed to give an overview of the fiscal process and status of our state budget. Each year the legislature and state economists forecast, propose, and negotiate a state budget that controls the spending process and priorities of the state. Come hear John Ziegler, Staff Director, Joint Budget Committee Staff, and Kate Watkins, Chief Economist, Colorado Legislative Council, talk about how the state plans and negotiates for each new budget. Colorado is truly a unique state! TABOR, the Gallagher Amendment, Amendment 23, and our balanced budget requirement place unique pressures and priorities on the state given its growing population, complex challenges surrounding infrastructure, and diverse urban and rural priorities.

Kate Watkins is the Chief Economist for the Colorado state legislature's nonpartisan research agency, Legislative Council Staff. Kate leads a team of economists who provide economic, revenue, and caseload forecasts as well as fiscal policy analyses. These forecasts and analyses inform the state budget and school finance situation.
 
In the past, Kate served as a regional economist at the Denver Branch of the Federal Reserve Bank of Kansas City, and as a consultant with Booz Allen Hamilton, where she provided economic and business analysis for various federal government agencies. Kate holds a Master of Arts in Global Finance, Trade, and Economic Integration from the University of Denver, Korbel School of International Studies, and a Masters of Arts in Sociology from Cornell University. Kate continues to pursue a PhD concentrating in Economic Sociology at Cornell University. Her dissertation offers a sociology of financial literacy. Kate is three months shy of being a Colorado native. She is an active member and board member of the Denver Association of Business Economists.

John Ziegler is the Staff Director for the Colorado Joint Budget Committee of the Colorado Legislature. He has served in this capacity for 15 years and as a Budget Analyst for the Joint Budget Committee staff for 8 years prior to becoming Director. He assists the General Assembly in the preparation of the annual appropriations act, as well as, managing the day-to-day activities of the Joint Budget Committee staff.
