Endrew F. and the Establishment of a Substantive Standard for Special Education -  
What is Appropriate?
 
The Supreme Court's recent decision in Endrew F. v. Douglas County School District established a substantive standard for determining when children with disabilities are receiving sufficient educational benefits to satisfy the free appropriate public education (“FAPE”) requirement of the Individuals with Disabilities Education Act (“IDEA”). In doing so, the Supreme Court greatly expanded the rights of special education students under the IDEA.
 
This course will allow attendees to:
 
  • Develop a basic understanding of the IDEA's substantive requirement of a free appropriate public education (“FAPE”).  
  • Examine the development of the substantive standard for a FAPE from Rowley to Endrew F.
  • Analyze the holding and analysis of Endrew F.
  • Explore how the Endrew F. FAPE standard will be applied in individualized education programs, administrative hearings and court actions.
