Communications Law

January 2005

The Communications Law Section of the Colorado Bar Association proudly announces the first in a series of Continuing Legal Education events designed specifically for its membership and their clients.  Our kickoff program is a two-day event that delves into the telecommunications industry structure itself, and explains what was, what is, and what may be of the infrastructure of the telecommunications network in the US.

Our first day, "Useful Knowledge of Network Fundamentals:  Traditional Telephony, Cellular and Cable Networks", provides the basic facts and description of modern telecommunications networks.  The course content includes descriptions of circuit and packet switched networks architecture and services, business models for both wholesale and retail delivery, and a description of the current regulatory environment, including the existing structures for taxes and fees. "Useful Knowledge of Network Fundamentals is a perfect refresher for experienced attorneys, and essential for those new to the Communications Law practice.

The second day program, "Useful Knowledge of Voice Over Internet Protocol (VoIP)", tackles one of the most discussed and least understood areas of telecommunications today.  The course reviews the fundamental differences between the public network today and handling a call via the Internet Protocol, and breaks the topic down into component parts, making the elements of telephony over the Internet more understandable. Finally, the course reviews the regulatory impact of these changes, including the effect on taxation and fees, the Universal Service Fund, and E-911.  The day ends with a panel discussion, with members representing various interest groups discussing the topic, "Should Internet Services be regulated as telecommunications services?"

"Useful Knowledge of Voice Over Internet Protocol (VoIP)" relies on a basic understanding of telecommunications networks as discussed in the previous day, "Useful Knowledge of Network Fundamentals", but does not require the course as a prerequisite.
