About the Supplement:
The 2014 Supplement to Colorado Water Law Benchbook is the seventh supplement to the First Edition.
 
The supplement includes important changes and updates to water law including:
 
- Rule changes through 2014(10) (Water Rules 6 and 11), forms, and case law;
- a new expanded discussion regarding nontributary ground water outside Denver Basin;
- a new section on how marijuana could affect water law practitioners in Colorado;
- discussion regarding what constitutes “changed circumstances” to allow requantification of historical consumptive use of a changed water right;
- new subsections on Anti-Speculation Doctrine and Perfection of Conditional Storage Rights;
- new subsections on Watershed and Flood Protection (responding to 2013 Colorado floods) and Water Supply Planning;
- SB 13-074, amending C.R.S. ยงยง 37-92-305(4)(a)(I) and 37-92-503(9) to assist with administration and determinations of historical use for irrigation water rights that were decreed prior to 1937;
- the exercise of State Engineer Office's authority as upheld in Pawnee Well Users v. Wolfe (Colo. 2013); and,
- the application of Sedalia Water and Sanitation District (pending before Colo. Sup. Ct.), to decide whether claim and issue preclusion bar requantification of previously changed water right.

Colorado Water Law Benchbook, First Edition was released in 2006. If you are looking to update a book that you already own, you need to check the date on the front cover sheet of your book.
