Program Description
 
Water Administration Information and Tools Available from the State is the third course in the Technical and Engineering Series of the Water Practice Training Programs designed to elevate the quality of water court practice and to promote timely, fair and efficient proceedings before the referees and water judges. In this regard, the Colorado Division of Water Resources, the Colorado Water Conservation Board and the Colorado Decision Support System have numerous tools and information resources available on their websites which greatly enhance the skills and knowledge of all water practice professionals.  This course will give you an overview of those websites containing the information and tools available to you, describe the functionality and the use of the some of the most utilized and critical tools, and will provide a roadmap for your successful navigation through the various systems to greatly improve your water practice and profession

and feel, the general functionality and organization, and the interlinking of the websites.

Available Documentation
This session will identify all the types of documents, including forms, policies and informational guides, as well as the ways to access them.  This session continues with a demonstration of Laserfiche and its use in accessing DWR and CWCB documents as well as water court documents.

Data and Data Query Tools
This session will focus on the types of data that are available from the state including well permit information, water rights, diversion data, stream flow data, and more.  Some of this data is directly accessible while some data is best retrieved by query tools that need some introduction.  This session will demonstrate the types of data available in HydroBase and other databases and the best ways to access the data.

Geographic Information System
Nearly all of the water-related data in Colorado has an inherent geographic component.  The Division of Water Resources and Colorado Water Conservation Board have developed databases, viewing tools, and maps that help DNR employees and the public bridge the gap between tabular and spatial data.  This session will show the types of GIS data available and how it is used by different tools to help retrieve data with geographic significance.  The session will include discussion of map viewers and the data behind them.

Analytical Tools
This session will provide an overview and some demonstration of the analytical tools available, primarily on the CDSS website.  This includes tools for surface water modeling, ground water modeling, consumptive use analyses and more. Specific tools that will be reviewed include such beloved classics as StateCU, and StateMod, along with the less well known and sometimes misunderstood TSTool and StateDMI.

Sample Data Query/Permit Filing
This session will use real scenarios to demonstrate the use of the many tools discussed during the day.  The presenters will use the tools to solve a problem that DWR may face on a daily basis.
