As an excellent Appellate Practice learning tool, Hall v. Moreno is a fascinating and noteworthy case for study and analysis focusing on unique appellate procedural issues in addition to the common issues of standard of review and briefing.  The case addresses the standards for Congressional redistricting, an issue which arises practically every ten years in Colorado and represents the intersection of the legislative and judicial branches of government as the legislature is tasked with redistricting based on the shifts in population established by the government census.  During the last several decades in Colorado, the competing political forces in the legislature have not reached agreement on redistricting resulting in litigation. By the time the case reaches the appellate courts, there is severe time pressure to adopt a plan before the next election cycle.  
 
This program will focus on the principal briefs of the named parties, presenting the major political parties.  A unique aspect of the case is that the principal briefs were filed simultaneously rather than sequentially.  As a result, the parties framed the issues differently and did not have the customary opportunity to take turns in presenting their arguments in the case and rebutting their opponents' views.  Each of the named parties had additional parties and amicus briefs presented which were used to highlight certain positions, all culminating in oral argument. As an Appellate practitioner, this is a program you won't want to miss!

Anne Whalen Gill, head of the appellate practice group at The Law Center, P.C., brings over 30 years' experience to analyzing appellate cases.   She has served on the Supreme Court's Committee on Appellate Rules for nearly 15 years, and was on the central staff at the Colorado Court of Appeals for 12 years.  She is the author of Colorado Appellate Law and Practice in West's Colorado Practice series and has written numerous articles on appellate practice.  She lectures frequently on appellate practice, brief wiring and standards of review.  She has been counsel for numerous reported decisions in the Colorado appellate courts in a wide range of practice areas, including both civil and criminal appeals.
