The program will focus on providing a review of key government contract legal requirements throughout the lifecycle of the government contracting process from acquisition through contract closeout.  In the morning session, the presenters will provide an overview of the relevant government contract law framework beginning with acquisition issues such as the Procurement Integrity Act, contractor responsibility, contract formation, Organizational Conflicts of Interest (OCIs), contractor patent and data rights and bid protests.  The morning session presenters will also discuss government contractor compliance requirements such as the False Claims Act (FCA) and mandatory contractor disclosure.  The morning session will then conclude with a discussion of contract performance matters, including changes, modifications, cost allowability, claims and disputes.  The program's afternoon session will provide a more detailed discussion on specific “hot topics” of interest in government contract law relating to purchasing/subcontracting and emerging compliance and enforcement issues such as the DoD Business Systems Rule.  The program will conclude with a panel discussion on practical solutions to current government contractor compliance challenges.
