David C. Hallford practices water law in Glenwood Springs as a shareholder in Balcomb & Green, P.C.  He received his law degree from the University of Denver College of Law in 1980 and practiced water law in Denver until serving as General Counsel for the Colorado River Water Conservation District from 1993 to 2001, when he returned to private practice and now represents governments, ski areas, energy companies, and corporate and individual water users, primarily in Western Colorado and also in the Arkansas River basin.  His professional activities include speaking about water rights issues, coaching high school mock trial teams and serving on the 9^th J.D. Judicial Performance Commission and the Water Division No. 5 Bench-Bar Subcommittee.
