William A. (Bill) Paddock is a 1978 graduate of the University of Colorado School of Law. He has practiced water law in Colorado for 38 years. He was member of Carlson, Hammond & Paddock, L.L.C. from 1986 through 2018 and is now “of counsel” to the firm. He represents a broad array of clients in all aspects of water right matters. Since 1992, he has been the Colorado reporter for the Rocky Mountain Mineral Law Foundation’s Water Law Newsletter. He is a frequent speaker in CLE seminars and has authored law review articles on the Rio Grande Compact and 1906 Convention (Treaty) between the United States and the Republic of Mexico on the Rio Grande.
