Frances A. Koncilja

Koncilja, Esq., has served as a Deputy State Public Defender, an Assistant United States Attorney, and a partner in a 620-lawyer international law firm, before founding Koncilja and Associates. Her practice has encompassed complex commercial litigation, securities class actions, international partnership disputes, and creditor representation in national bankruptcies across multiple industries. Appointed to numerous commissions by elected officials and judges — including the Colorado Lottery Commission, the ABA Standing Committee on Judicial Selection, and the Colorado Supreme Court Nominating Commission — she also served as President of the Colorado Bar Association and was a founding member of the Colorado Women’s Bar Association. In 2016, Governor Hickenlooper appointed her to the Colorado Public Utilities Commission. Upon completing her term as a Commissioner she has practiced through Koncilja Energy Law and Policy--advocating for regulatory outcomes that support economic development and energy projects that create and maintain family-supporting jobs and community tax base.
