Colleen Cowgill, Esq., is the Pro Bono Coordinating Attorney for RMIAN's Detention Program. Prior to joining RMIAN, Colleen served as a staff attorney at Catholic Charities of Orange County. At Catholic Charities, she provided direct representation to detained and nondetained individuals in removal proceedings in Southern California. Previously, Colleen worked at UNHCR, the UN Refugee Agency, in Washington, DC. Colleen joined UNHCR as a Frank H.T. Rhodes Public Interest Fellow, later transitioning to the role of Protection Associate. At UNHCR, her work focused on bringing U.S. asylum adjudications in line with international law, through the development of resources for attorneys, training of relevant stakeholders, and strategic litigation. Colleen received her J.D. from Cornell Law School with a Specialization in International Legal Affairs and a B.A. in Philosophy and International Studies from the University of California-Irvine.
