He has also provided counsel on related matters including Qualified Allocation Plans, post-year 15 considerations, property tax exemption, Section 42 Right of First Refusal agreements, and preservation of affordability issues, as well as the burgeoning development of middle-income housing. Before joining Ballard, he was a Senior Attorney at the Colorado Housing and Finance Authority.
