Heather Thompson, P.E., is a senior water resources engineer for Ecological Resource Consultants. Ms.  Thompson received a B.S. Degree in Civil and Environmental Engineering from Cornell University and a master's degree in Water Resource Engineering from the University of Colorado and is a registered Professional Engineer in Colorado with over 20 years of experience. She specializes in projects that involve water rights investigations, development and use of surface water allocation models, water supply planning, drought analyses, environmental permitting and hydrologic analyses. She has used a variety of commercial and owner generated models, including MODSIM, PACSM, StateMod, and BESTSM to simulate river basins and raw water system operations and analyze firm yield, diversions, reservoir operations and water rights administration. Ms. Thompson has been involved in numerous water rights investigations for a variety of clients and provided expert witness testimony in water rights related litigation. She is very experienced in South Platte River and Colorado River basin operations and administration due to her work on Denver Water's Moffat Collection System Project EIS and the Windy Gap Firming Project EIS.
