Law Office of Dorothy Gill RaymondDorothy Gill Raymond established the Law Offices of Dorothy Gill Raymond in 2007, advising clients in the areas of intellectual property licensing, technology outsourcing, strategic technology alliances, standard setting, and antitrust issues related to intellectual property. From 1991 to 2007, Dorothy was Senior Vice President and General Counsel for Cable Television Laboratories, Inc. (CableLabs), a research and development consortium; she was Vice President and General Counsel for WestMarc Communications, Inc., a diversified cable and long distance telephone company which also operated alternative access and satellite-delivered programming businesses from 1988 to 1991; and from 1981 to 1988 she served as a staff attorney for Tele-Communications, Inc. (TCI) large cable operator. While at CableLabs, Dorothy developed the royalty-free IP license pools for the cable industry's cable modem and VoIP technologies, created the sub-licensing programs for RSA security software used in cable modems and for the use of Java in cable set top boxes, developed procedures for certifying interoperable high speed data modems and advanced digital set-top boxes, and created an antitrust compliance program that allowed CableLabs to work successfully with cable operators and competing manufacturers, without legal challenge. While at WestMarc and TCI, Dorothy managed the legal work involved in the merger and acquisition of many cable systems, including single system transactions, swaps and multi-million dollar MSO acquisitions, handling securities, financing and antitrust issues. Dorothy is a guest lecturer and advisor for the Entrepreneurial Law Program at the University of Colorado School of Law, and has served as Adjunct Professor, lecturing on Intellectual Property Law. Dorothy has spoken nationally on a wide variety of topics relating to antitrust and technology-related legal matters. Publications include contributions to the Antitrust and Associations Handbook (American Bar Association, 2009) and Antitrust Compliance: Perspectives and Resources for Corporate Counselors (American Bar Association, 2005); co-author of “Architecture for a Retail Set-Top Box for Multimedia Delivery” submission to the IEEE International Conference on Multimedia and Expo 2001; the chapter “The Role Of In-House Counsel” in Judy Whalley, ed., Merger Review Process, (American Bar Association, 1995) and “Benefits and Risks of Patent Pooling for Standard-Setting Organizations,” Antitrust, Summer 2002. She holds a law degree from the University of Colorado and an undergraduate degree (summa cum laude) from the University of Denver. She is a member of the Colorado Bar Association and the American Bar Association, serving as Vice-Chair of the Corporate Counseling Committee of the ABA's Antitrust Section. Dorothy is admitted to practice law in Colorado and Connecticut. Dorothy is a board member of the Studio Art Quilt Associates, an international organization that promotes the art quilt.
