Josh Pens, Esq., is the Director of Tax Policy Analysis for the Colorado Department of Revenue. The policy office is primarily responsible for promulgating tax rules, issuing letter rulings, and publishing tax guidance. The office also advises taxation staff, department management, the Governor's office, and the General Assembly on technical tax matters. Josh started with the department in 2017 in the Office of the Tax Conferee and assumed management of the policy office in 2018. Prior to joining the state, Josh was a tax auditor for the cities of Denver and Westminster and the Audit Supervisor for the City of Westminster. Josh holds a B.S. in Accounting from the University of Northern Colorado and a J.D. from the University of Colorado.
