Rebecca L. Franciscus

Rebecca L. Franciscus has been a member of the Enforcement Division of the Securities and Exchange Commission since 2001.  She is Senior Counsel for Regional Operations with the SEC's Enforcement Division.  Her responsibilities include providing analysis and strategy concerning securities Enforcement cases for the Denver Regional Office; acting as the liaison between the SEC and other federal, state, and local law enforcement agencies and community partners within the seven state region covered by the Denver office; and creating and conducting outreach and education events throughout the Rocky Mountain region.  Between 2001 and 2012, Rebecca served as an Enforcement Attorney in both the SEC's New York and Denver Regional Offices.  As an Enforcement Attorney, Rebecca investigated and litigated numerous matters involving violations of the federal securities laws.  Before joining the SEC, Rebecca practiced complex civil litigation focusing on securities class action defense and international arbitrations with a multi-national law firm in New York City.  Rebecca obtained her B.A. with honors from the University of Colorado at Boulder in 1995, and her J.D. from the C.U. School of Law with honors in 1998.
