Mary Kay Hogan, Esq., is a licensed attorney in good standing in the state of Colorado.  She has provided government relations services to a broad range of clients since 1998. Before beginning her lobbying career, she was a law clerk for the Honorable Chief Judge Gaspar Perricone of the First Judicial District of Colorado.  Upon completing law school, Ms. Hogan served as legal counsel to the General Assembly in the non-partisan Office of Legislative Legal Services, where she served on the tax and finance team.   In this capacity, Ms. Hogan drafted legislation and legal memoranda for members of the General Assembly.   Her issue areas included tax law, health law, and local government. In 1998, Ms. Hogan began lobbying with Ruben Valdez and Ruth Aponte.  She and Ms. Aponte subsequently established Aponte and Hogan Public Affairs Consultants, Inc. in 1999.  Between 1999 and 2006, Ms. Hogan represented a wide variety of clients, including: The Children's Hospital of Denver, The Pikes Peak Alliance (a coalition of ten school districts in El Paso County), The Colorado Bar Association, Colorado Counties, Inc., The Colorado Health Foundation, The Jefferson County School Administrators Association, Verizon Wireless, Sylvan Online Education Company, Colorado Access HMO, the Colorado Nonprofit Association, and the Colorado Automobile Free Trade Association. In 2006, Ms. Hogan joined Colorado Governor Bill Ritter's Administration as his Legislative Director.  She was one of the first three senior staff members hired during the gubernatorial transition in November after the election.  As the Governor's Legislative Director, Ms. Hogan was primarily responsible for communication between the General Assembly and Governor's office, management of nineteen executive agency legislative liaisons, coordination of the Governor's legislative agenda, passage of the annual budget and Capital Development Committee requests, and processing legislation for the Governor's signature or veto.  During this period, Ms. Hogan passed 100% of the Governor's legislative agenda, including the Hospital Provider Fee, Renewable Energy Standard Increase, Educational Standards Realignment, and Teacher Assessment Reform. In 2010/11, Ms. Hogan assisted Colorado Governor John Hickenlooper's administration transition into office by training the Governor's new legislative team.  She also served as a contract lobbyist with the Department of Health Care Policy and Financing to train their new legislative liaison. Her current clients include: Aetna, Aurora Public Schools, Colorado District Attorneys Council, Colorado Educational and Cultural Facilities Authority, Colorado Lands, Correctional Healthcare Companies, King Soopers - Kroger, and the Special District Association.
