Sybil R. Kisken

Sybil R. Kisken, Esq., is a partner at Davis Graham & Stubbs, where she focuses on education, employment and labor law as a trial attorney, investigator, and counselor.  She often helps clients with crisis situations, including those involving scrutiny by government agencies and the media.  She has handled lawsuits at all levels, including in Colorado's state and federal district courts, the Colorado Court of Appeals, the Colorado Supreme Court, and the U.S. Court of Appeals for the Tenth Circuit.  She also has handled cases before government agencies, including the U.S. Equal Employment Opportunity, the Colorado Civil Rights Division, the U.S. Department of Education Office of Civil Rights, the National Labor Relations Board, the U.S. Department of Labor, the Colorado Department of Labor and Employment, the Occupational Safety and Health Administration, and various other federal and state agencies.  In addition to her extensive experience with administrative and court cases, Sybil advises private and public schools (K-12 and post-secondary) and other educational institutions on a wide range of issues, including issues involving the laws discussed in this CLE, and in areas of student misconduct, sexual misconduct, legal compliance, student records, privacy, freedom of expression, personnel matters, student and parent complaints, policies, and investigations. Sybil received her B.A. from the University of Alaska-Fairbanks, and her J.D. from the University of Arizona College of Law.  She was a law clerk for Judge Robert Boochever on the U.S. Court of Appeals for the Ninth Circuit. She moved to Denver in 1995 to be a Senior Trial Attorney with the Denver District Office of the U.S. Equal Employment Opportunity Commission.  She then joined the Denver City Attorney's Office in 1997, where she was ultimately promoted to be an Assistant Director of the Litigation Section.  She joined her current firm in 2006. She originally is from Michigan, but has lived all over the United States.  She met her husband here in Denver, and they have 2 children-a son in high school and a daughter in college in China.
