John J. Cyran, Esq., is water law counsel with Hoskin, Farina & Kampf PC.  John graduated from Cornell University in 1986 and Order of the Coif from University of Colorado School of Law in 1993.  Prior to working in private practice, John represented the State of Colorado for 15 years as First Assistant Attorney General for the Water Rights Unit with the Colorado Attorney General's office, serving as the chief advisor to the Colorado State Engineer on all intrastate water matters, and as the State's lead attorney on interstate matters involving the Colorado River.  John represented the State Engineer in hundreds of matters in all seven water divisions, in both federal and interstate water matters, and in multiple matters before the Colorado Supreme Court.  These matters included statewide litigation over the legal status of produced water, a five-year process which ultimately lead to the adoption of the Produced Nontributary Groundwater Rules.  John also served as water referee for the Division 1 Water Court.
