Joscelyn Gay, Director, has spent her entire career in the human services field, developing policy for human services programs with the Colorado General Assembly and as a senior level director of homelessness, mental health, substance use disorder, intellectual/developmental disability and other programs for the Colorado Department of Human Services. As Director for the Office of Behavioral Health and Housing, she oversaw the operation of two inpatient psychiatric facilities in Denver and Pueblo, and community-based programs for individuals in domestic violence situations, section 8 housing for persons with special needs, and mental health and substance use disorder services.  She currently oversees the Office of Long Term Care, providing services to individuals with developmental disabilities, veterans requiring nursing home care, and other supportive services to elderly and disabled Coloradans.  She graduated from the Colorado College in Colorado Springs with a degree in Economics and has a Master's Degree in Urban Policy Analysis and Management from the New School University in New York.
