Luis A. Garcia, Ph.D., Professor and Head, Department of Civil and Environmental Engineering at Colorado State University.  He obtained his B.S. (1983) and M.S. (1985) from Texas A&M University and his Ph.D. (1990) from the University of Colorado at Boulder all in Civil Engineering.  He is also the director of the Integrated Decision Support Group and his research focuses on decision support systems for water management, irrigation and drainage, and consumptive use.  He also served for four years as Associate Director of the Colorado Agricultural Experiment Station and oversaw irrigation and water management research programs across the state.   He has worked extensively on water issues in the West and has worked on several projects with the US Bureau of Reclamation.  He has directed over 100 projects around the US and overseas.  He has worked extensively in irrigation water requirements and salinity issues in the Arkansas River Basin in Colorado as well as estimation of ET using remote sensing. He has published and presented extensively with two of his papers having been awarded the Best Research Paper Award by the Journal of Irrigation and Drainage of the American Society of Civil Engineers (1996 and 1999) and another the Best Honorable Paper Award in 2008.  He is an active member of the US Committee on Irrigation and Drainage (USCID) and was elected to its board of directors in 2010 and currently serves as the secretary for the board. He is also an active member of the American Society of Civil Engineers (ASCE) having served on the ASCE Department Heads Council Executive Committee, several technical committees and as a reviewer for the Journal of Irrigation and Drainage.
