Honorable James Hartmann obtained a bachelor's degree in biology from the University of Northern Colorado in 1986 and his juris doctorate degree from the University of Idaho in 1989.  He was employed as a prosecuting attorney for the Weld County District Attorney's Office from 1989 until 2003. Judge Hartmann was appointed to the district court bench by Governor Bill Owens in 2003. He presided over the family court from 2003 until 2005.  Judge Hartmann was the presiding judge of the district court criminal divisions from 2005 until 2009.  He was appointed chief judge of the 19th Judicial District and water judge for Water Court Division 1 on July 1, 2009. His current caseload includes water, probate, mental health, and civil cases.
