Jacqueline . Whelan

Jacqueline Whelan is the FINRA Enforcement Regional Chief Counsel for the West Region
(covered by the Denver, Seattle, Los Angeles and San Francisco offices). She began her
NASD/FINRA career in October 1985 as an attorney in NASD’s Office of General Counsel,
where she handled disciplinary appeals and drafted rules until August 1989. In 1993, she
returned to NASD as a regional attorney in the Denver office; in 2005, she transferred to the
San Francisco office and, in 2008, she assumed her current position. She received her law
degree from King Hall School of Law, University of California at Davis.
