Jill Piatt Kemper, P.E. is a senior environmental engineer and stormwater program manager with the City of Aurora, Colorado. She is a founding member and was the first chairperson of the Colorado Stormwater Council. Aurora is a Phase 1 city and Jill has been working on stormwater permit and other regulatory issues since 1996. Prior to that, she worked as Environmental Manager during design and construction of Denver International Airport. She has a Master of Science degree in Civil Engineering - Hydrology and Water Resources from Colorado State University and is a registered professional engineer.
