Water ConsultTom Pitts, P.E. is a partner in Water Consult, Engineering and Planning Consultants, Loveland, Colorado. The firm specializes in providing assistance in environmental regulatory matters (CWA, ESA, NEPA) and strategic planning services to water organizations. He has assisted clients in meeting ESA compliance requirements since 1980. In the mid-1980s, he represented water users in negotiation of the Upper Colorado River Basin Endangered Fish Recovery Program. Since 1988, he has represented Upper Basin water users (Colorado Water Congress, Utah Water Users Association, and Wyoming Water Association) on the Upper Colorado River Basin Endangered Fish Recovery Program. Tom represented water users in negotiation and development of the Endangered Fish Recovery Program in the San Juan River Basin, and represents Colorado and New Mexico water users on that Program. Since 1999, he has been involved in development and implementation of the Middle Rio Grande Endangered Species Collaborative Program. He has testified before Congress on re-authorization of the Endangered Species Act for the National Water Resources Association and the Colorado Water Congress. He chairs the NWRA Environmental Committee. He has twice received the National Water Resources Association Presidents Award for his leadership of the Endangered Species Act Task Force.
