Dale E. Book, P.E., is Principal Water Resources Engineer and President of Spronk Water Engineers, Inc. Mr. Book has more than 35 years of experience as a consulting civil engineer, specializing in water resources and water rights engineering. He manages projects involving water supply planning, water rights and surface water systems and has extensive experience with water rights administration of western rivers. He has assisted municipalities, water districts, state agencies and private water users with plans for augmentation and water rights changes He has provided expert witness testimony in the Colorado water courts and before special masters for the United States Supreme Court in interstate compact cases.
