HRS Water ConsultantsEric J. Harmon, P.E., is an expert in hydrogeology, water rights, ground water resource management, and ground water / surface water interaction. He is an experienced expert witness, having testified in various courts and administrative venues on ground water and water rights issues in Colorado, Arizona, and Idaho. He has over 30 years experience as a consultant in ground water resources and water rights. His consulting practice has been throughout the Rocky Mountain West. A significant part of his work has been in the San Luis Valley of Colorado, working on hydrogeology, aquifer testing, and water rights. Mr. Harmon is a Principal and founding member (1981) of HRS Water Consultants, Inc., in Lakewood, Colorado. He is a registered professional engineer in Colorado, Arizona, Nebraska, and Wyoming. Harmon is the author of numerous papers on technical aspects of hydrogeology and ground water development. He has developed and taught United Nations sponsored courses on aquifer testing and well drilling technology to overseas trainees, and has advised on ground water projects for Engineers Without Borders - USA in Peru and Malawi. He has guest lectured at the University of Denver Sturm College of Law and the Colorado School of Mines on ground water and water rights. Harmon has been an invited speaker at symposia sponsored by the Conference of Western Attorneys General, EPA, Colorado Bar Association Continuing Legal Education, and the Colorado Ground Water Association.
