Tom Hatton was born and raised in Colorado and graduated from the University of Colorado.  He has over 32 years of experience in water rights consulting in Colorado. His career started with Willard Owens Consultants in 1984. He was president of Hatton Water Consultants from 1987 to 1999 and JR Engineering from 1999 to 2008. He is presently employed as senior project manager at Applegate Group. Mr. Hatton’s experience includes water rights litigation support, development of water supplies, consumptive determinations, ground water development, and permitting. He also has served on the boards of directors of the Colorado Ground Water Association and the Colorado Water Well Contractors Association.
