Bill Tyner, P.E., received a Bachelor of Science Degree in Civil Engineering from Colorado State University in 1982. Bill has served as a Professional Engineer employed by the State of Colorado since 1985 and by the Colorado Division of Water Resources since 1996.  He has been involved in administration of both surface and ground water in the Arkansas River Basin.  He has worked in cooperation with the major well user groups in the Arkansas River Basin to ensure compliance with the rules governing well use and to maintain Arkansas River Compact obligations.  He has also served as an expert witness in the Kansas vs. Colorado Supreme Court case where he gave testimony on behalf of the State of Colorado and has provided expert witness testimony in the Division 2 and Division 3 Water Courts.
