Mr. Seckman focuses his practice on complex Federal regulatory matters where the proper interpretation and application of the regulations is at issue or has become the subject of a dispute. Mr. Seckman takes great pride in focusing much of his practice in counseling clients regarding issues of public contract formation and administration and helping clients make wise choices early that help minimize risks and reduce or avoid the expenses associated with litigation. His work on issues relevant to government contractors constitutes the bulk of Mr. Seckman's experience, including issues that arise in the context of GSA schedule contracting, cost allowability, proper cost accounting, and cost and pricing, as well as the assessment, presentation, and litigation of complex contract claims. In this regard, a significant component of his practice has been in support of counseling and litigation on behalf of large service providers performing contracting in the Middle East war zones. A notable component of Mr. Seckman's practice is his work relating to internal investigations and counseling regarding contract and regulatory compliance, control and monitoring issues as well as the defense of claims arising under the Civil False Claims Act. Mr. Seckman also frequently lectures regarding the FAR Mandatory Disclosure Rule and has assisted clients in establishing systems to comply with the rule. When potential non-compliances have been identified, Mr. Seckman has assisted in the internal review and assessment of these issues and has aided clients in the preparation of appropriate disclosures required under the rule. Mr. Seckman also has experience pursuing and intervening with regard to federal and state bid protests.
