Peggy Rogers has worked at the Colorado Department of Human Services (CDHS) in the Adult Protective Services (APS) program since 2000. She has been the manager of the Adult Mistreatment Prevention and Response Section Manager, which consists of the APS program and the CAPS Check Unit (CCU) since 2006. As manager she supervised the implementation of Colorado’s first mandatory reporting laws in 2014 and 2016; designed and implemented Colorado’s first comprehensive state-wide case management and data system for APS (CAPS) in 2014; developed statewide quality assurance activities in 2015, which transitioned to an independent unit in 2018; and implemented the CAPS pre-employment background check requirement (a.k.a. CAPS checks) in 2018.
