Paul Benington, Esq., is the First Assistant Attorney General for the Water Resources Unit of the Colorado Attorney General's Office. The attorneys of the Water Resources Unit represent the Colorado Division of Water Resources, the Ground Water Commission, and the Board of Examiners of Water Well Construction and Pump Installation Contractors in agency administrative proceedings and in judicial proceedings before the district courts and the Colorado Supreme Court. Prior to joining the Attorney General's office in 2004, he was an associate with the law firm of Trout, Witwer & Freeman, P.C., which primarily represented municipal or quasi-municipal water suppliers and other water users.
