Rodney B. Proffitt has a Bachelor of Arts and Master of Science from Kansas State Teachers College (now Emporia State University), and holds a Juris Doctor from the University of Kansas School of Law. I am a member of ICMA, CO-APA and APA. In 2005, I am certified planner - AICP
I have expertise in water law, land use (particularly community planning processes), public process, downtown revitalization, and grant writing/project management. Right now, I sit on several boards, including Pagosa Mountain Morning Rotary Club (Immediate Past President), San Juan Water Conservancy District (President), Colorado Housing, Inc. (President), Pagosa Lakes Property Owners Association (Treasurer), and the Southwest Regional Water Roundtable.
