Charles Garcia, Esq., is a graduate of the University of Wisconsin, practiced international tax as a CPA for Arthur Andersen & Co. and Price Waterhouse for ten years.  Charles then went on to graduate from the University of Denver College Of Law and joined the Office of the Colorado State Public Defender where he practiced as a criminal defense trial attorney for twenty-one years. Charles retired as the Office Head for the Denver Office of the Colorado State Public Defender. He has been an Adjunct Professor of Law at the University Of Denver Sturm College of Law since 1994.  He has taught Trial Advocacy, Basic Criminal Procedure and Advanced Criminal Law Seminar. Charles is Past President of the CBA, a CBA representative to the ABA House of Delegates, a member of the ABA Standing Committee on the Delivery of Legal Services, the Colorado Access to Justice Commission, the Colorado Criminal and Juvenile Justice Commission, and the Chief Justice Commission on Professional Development. In 2011 Charles was appointed by Mayor Vidal to the position of Manager of Safety for the City and County of Denver.  As Manager of Safety Charles had oversight responsibilities for the Denver Police, Denver Fire and Denver Sheriff Departments. In 2010 Charles was Special Counsel to Governor Ritter assisting in judicial appointments in Colorado. In 2011 Charles was a campaign policy advisor and a co-chair to the transition team for Governor Hickenlooper. Charles is currently Special Counsel to Governor Hickenlooper.
