Karen Avilés, Esq., has been a Denver Assistant City Attorney since 1987.  She specializes in land use, entitlements, development, real estate, and municipal/infrastructure financing (bonds, lease purchase transactions, special districts, tax increment financing). Over the years, she has been involved with a number of the large-scale development and redevelopment projects in the City, including the redevelopment of Stapleton, Gates, Lowry, the Colorado Convention Center expansion, the Denver Art Museum expansion, River North, numerous Better Denver Bond projects, numerous aspects of Fastracks, and the development of the Central Platte Valley, including Invesco Field, Pepsi Center, Coors Field, Elitches, Denver Union Station, and various Platte River and open space improvements.
