Donald L. Elliott

Donald L. Elliott is a director of Clarion Associates, LLC, a land use consulting firm with offices in Denver and Chapel Hill, and affiliate offices in Cincinnati and Philadelphia. Mr. Elliott’s practice focuses on land planning and zoning, growth management, and international land and urban development issues. He is the author of A Better Way to Zone (Island Press 2008), and co-author of The Citizens Guide to Planning (Planners Press 2009) and The Rules That Shape Urban Form (Planners Press 2012). Mr. Elliott has also advised numerous local governments in Russia on land use issues, served as the Democracy and Governance Advisor to the United States Agency for International Development in Uganda for two years, conducted independent research on slum upgrading in India for two years, and completed land use projects in Mongolia, Russia, Indonesia, and Canada. He began his career with the Denver law firm of Davis, Graham & Stubbs, where he practiced real estate law for four years.

 

Mr. Elliott has a bachelor’s degree in urban planning and policy analysis from Yale University, a law degree from Harvard Law School, and a master’s degree in city and regional planning from the John F. Kennedy School of Government at Harvard. He teaches a graduate-level course on Land Development Regulation at the University of Colorado at Denver College of Architecture and Planning. Mr. Elliott is a past national chairman of the Planning and Law Division of the American Planning Association; a past president of the Colorado Chapter of the American Planning Association; a Fellow of the American Institute of Certified Planners; a member of the American, Colorado, and Denver bar associations, and a former member of the Denver Planning Board.
