Program Description:
This presentation will provide an overview of water law changes from 2010 that addressed current and future water rights and water quality issues:
- Colorado appellate cases involving plans for augmentation, water taps, effluent, exchanges, and the ever-present issue of injury to vested water rights;
- Colorado Ground Water Commission decisions regarding large capacity wells pumping designated ground water (and subsequent CGWC rule amendments), and consideration of issues in creating a new designated basin and de-designation of portions of an existing basin; and
- Colorado legislation focusing on water conservation and enforcement.

William H. Fronczak is an attorney with Perkins Coie LLP in Denver, Colorado whose practice focuses on water, environmental and land use law. Prior to his current position in Colorado he practiced law in Georgia in the areas of water, environmental and land use law. Mr. Fronczak is also an adjunct professor at the University of Colorado where he teaches water law and policy, with a focus on western water law issues. He writes extensively and frequently lectures on water issues across the country, including for the National Business Institute, the Colorado Bar Association, the Institute of Continuing Legal Education, and the American Bar Association.
Prior to his legal career Mr. Fronczak was the Chief of Water Supply for the State of Colorado from 1997 to 2004, where he was instrumental in the development of policy for the adjudication, administration, and management of Colorado's water resources east of the continental divide. Mr. Fronczak also practiced as a private water and environmental consulting engineer from 1991 to 1997.
Mr. Fronczak earned his B.S. and M.S. degrees in Chemical Engineering and Environmental Engineering from the Colorado School of Mines, and his J.D. degree from the University of Denver. He is licensed to practice law in Colorado and Georgia and is a licensed professional engineer in the states of Colorado, Georgia and Wyoming.
