Program Description:
 
This two hour presentation will provide an overview of the laws requiring public education for children with disabilities.  The session will cover the Individuals with Education Act (IDEA), Section 504 and the Americans with Disabilities Act, and Colorado's Exceptional Children's Education Act.

Randy Chapman, Esq., the Director of Legal Services at The Legal Center, has represented people with disabilities for 34 years focusing on enforcing the rights of persons with disabilities under the Individuals with Disabilities Education Act, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, and protecting persons with disabilities from abuse and neglect.
 
Mr. Chapman has made more than 400 presentations on the rights of people with disabilities, nationally and in Colorado. Mr. Chapman is the author of Preventing Litigation in Special Education, the Workbook (2011), The Everyday Guide to Special Education Law (2005), the Spanish version Guía de la Ley de Educación Especial  (2007), The New Handbook for Special Education Rights (2000), and Assistive Technology: Universe of Opportunities (1999). In 1998 he was awarded the Martin Luther King Jr. Humanitarian Award by the Martin Luther King Jr. Colorado Holiday Commission. He has served as the Chair of the Legal Committee of the National Disability Rights Network and the Colorado Developmental Disabilities Council. Mr. Chapman graduated from the University of California, Davis with a BA in Political Science in 1974 and obtained his Doctor of Jurisprudence from the University of Texas at Austin in 1977.
